The issue and
concept of terrorism -- chronology of initiatives sponsored or
co-sponsored by the I.P.O.
Since
the beginning of the 1980s, the International Progress Organization has
organized international research meetings with the aim of establishing a
consistent and comprehensive definition of the term "terrorism."
After consultations with legal experts in the United States, Europe,
Africa and Asia, and with the Legal Counsel of the United Nations, the
I.P.O. convened legal experts from all continents at the International
Conference on the Question of Terrorism in Geneva. On the basis of
the goals and policies of the United Nations Organization, one of the
main aims of the I.P.O.'s initiatives has been to make a clear
distinction between the concepts of "terrorism" and acts of
resistance of national liberation movements. This is exactly the dilemma
the international community is faced with today.
