Vienna, 11 October 2001/P/RE/17315c-is In his capacity as international observer nominated by the United Nations Secretary-General, the President of the International Progress Organization, Dr. Hans Koechler, will attend the sitting of the High Court of Justiciary at Kamp van Zeist in the Netherlands on 15 October 2001. A panel of five Scottish judges will deal with procedural matters of the appeal of the Libyan citizen Abdelbasset Ali Al-Megrahi against his conviction in the Lockerbie case. Professor Hans Koechler made a comprehensive evaluation of and report on the Lockerbie Trial after the announcement of the verdict on 31 January 2001. On the basis of the criteria laid out in his report, he will continue to observe the appeal proceedings at the Scottish Court in the Netherlands.
