10th ANNIVERSARY OF THE FOUNDATION OF THE I.P.O.

The President of the I.P.O., Dr. Hans Köchler, received, on the occasion of the 10th anniversary of the foundation of the International Progress Organization, messages from United Nations Secretary-General, Javier Pérez de Cuellar, and from the Director-General of UNESCO, Amadou Mahtar M'Bow. The President of the Republic of Austria, Rudolf Kirchschläger, has also expressed his congratulations and his hope for the successful continuation of the work of the I.P.O.

On the occasion of the 10th anniversary, the President of the I.P.O. gave a reception at Hotel George V in Paris (11 December 1982).


INTERNATIONAL CONFERENCE ON THE PRINCIPLES OF NON-ALIGNMENT

The I.P.O. organized in Baghdad, Iraq, the "International Conference on the Principles of Non-alignment" (4-6 May 1982). The conference was held under the auspices of the President of the Republic of Iraq and was attended by approx. 100 experts of political science, diplomacy and international law from all regions of the globe. Keynote speeches were delivered by the President of the United Nations General Assembly, H. E. Essmat Kittani, and by the Vice-Prime Minister of Iraq, H. E. Tareq Aziz. The General Rapporteur of the Conference was Prof. Leo Mates (Institute of International Politics and Economics, Yugoslavia). The conference received messages from H.E. Indira Gandhi, Prime Minister of India; His Majesty Hussein I, King of the Hashemite Kingdom of Jordan; H.E. Kenneth Kaunda, President of Zambia; H.E. Spyros Kyprianou, President of Cyprus; and H. H. Jabir Al-Ahmad Al-Sabah, Emir of the State of Kuwait.

 

PARTICIPATION IN INTERNATIONAL CONFERENCES

The delegates of the I.P.O. have participated in a number of international conferences, for example the Fourth Extraordinary Session of the General Conference of UNESCO (Paris, 23 November - 3 December 1982) where the I.P.O. was represented by Professor Henry Cattan; the International Conference on "The Mediterranean: Zone of Peace," organized by the International Association of Democratic Jurists (Algiers, 10-11 December 1982) (representative of the I.P.O.: Prof. Nasser Eddine Ghozali); the Conference of the Union of Palestinian Jurists (Beirut, Lebanon 17-18 April 1982) (representative: I.P.O. President Prof. Hans Köchler), and the Seminar on the Violation of Human Rights in the Palestinian and other Arab Territories occupied by Israel, organized by the United Nations (Geneva, 29 November-3 December 1982). The I.P.O. has presented two working documents by Prof. Henry Cattan and Prof. Auguste Raynald Werner.


INFORMATION VISITS

  • From 4 to 7 February 1982, the President of the I.P.O. visited Havana, Cuba, to discuss the forthcoming conference of the I.P.O. on "The Principles of Non-alignment." He met, among others, with Ricardo Alarcón, Vice-Minister of Foreign Affairs, and with experts at the Center for Western Europe.

  • From 13 to 14 February 1982, the President of the I.P.O. visited the Kingdom of Jordan to discuss issues of inter-cultural dialogue. He met in Amman with H.R.H. Crown Prince Hassan (14 February 1982), Dr. Nassir el-Din el-Assad, President of the Royal Academy for Islamic Civilization Research, Aal al-Bayt Foundation (13 February 1982), who gave a luncheon in his honor (13 February 1982), and with Mr. Rouhi el-Khatib, last Mayor of Arab Jerusalem (13 February 1982). Dr. Köchler also gave an interview for Dr. Nabil al-Sharif, Editor-in-Chief of Al Dustour newspaper.

  • To discuss the forthcoming I.P.O. conference on “The Principles of Non-alignment,” the President of the organization visited the Gulf region between 15 and 28 February 1982.

  • In the State of Kuwait (15-17 February), he met, among others, with Dr Abdullah al-Rifai, Secretary-General of Kuwait University; Dr. Badria al-Awadhi, Dean of the Faculty of Law of Kuwait University; Dr. Tariq A. Razouki (Foreign Ministry of Kuwait), the Hon. Sidqi Hattab, member of the National Council of Kuwait. On 17 February, he gave an interview to Mr. Rauf Shahori, Editor-in-Chief of al-Qabas newspaper.

  • From 20 to 22 February, Dr. Köchler held meetings in the United Arab Emirates. He met, among others, with Dr. Ezzeddin Ibrahim, Rector of Al Ain University, in Al Ain, and Ambassador Saud Osman Al Humaidan at the Ministry of Foreign Affairs in Abu Dhabi. The President of the I.P.O. also gave an interview to the UAE News Agency WAM.

  • From 22 to 25 February, Dr. Köchler held consultations in the Kingdom of Saudi Arabia. On 22 February, he met, in Riyadh, with Dr. Abdullah Yaccoub Bishara, Secretary-General of the Gulf Co-operation Council (GCC), at the headquarters of the organization, and H.E. Maarouf al-Dawalibi, former Prime Minister of Syria and President of the World Muslim Congress. On 25 February, he met, in Jeddah, with Ambassador Kabbani at the Ministry of Foreign Affairs, and Mr. Ahmad A. Kamal at the headquarters of the Organization of the Islamic Conference (OIC). He also gave interviews to the newspapers “Arab News” and “Al-Nadwa.”

  • From 27 to 28 February, Dr. Köchler held consultations in Doha, State of Qatar. He met, among others, with Dr. Mohamed Ibrahim Kazem, President of the University of Qatar; Mr. Lotfi al-Abed at the Amiri Diwan; and Ambassador Mohamad Hamad al-Khalifa, Director of Political Affairs at the Ministry of Foreign Affairs. Dr. Köchler also gave an interview to the newspaper “Gulf Times.”

  • From 20 to 28 September 1982, the President of the I.P.O. undertook a visit to the People's Democratic Republic of Korea to discuss issues related to the peaceful reunification of Korea. He met, among others, with the Chairman of the Standing Committee of the Supreme People's Assembly, Mr. Hwang Jang-yop, in Pyongyang.

RESEARCH SEMINAR ON THE ARAB GULF

The preparatory committee for the research seminar on "Arab Gulf Development and International Relations" has met in Vienna on 16 September 1982. The seminar will be held in 1983 and will deal with political, economic and development aspects of the Arab Gulf region. The proceedings will be published in volume 8 of the "Studies in International Relations."

From 20 to 21 November 1982, the President of the I.P.O. visited Kuwait to discuss preparations for the seminar. He met, among others, with H.E. Abdul Aziz Husain, Director of the Diwan Amiri; Dr. Abdullah a-Rifai, Secretary-General of Kuwait University; Dr. Mohamed A. Abou Ridah, Professor of Islamic Philosophy at the University of Kuwait; Dr. Tariq A. Razouki (Foreign Ministry of Kuwait); and Dr. Mohammad al-Rumaihi, Editor-in-Chief of “Al Arab” magazine.

 

DECISIONS OF THE EXECUTIVE BOARD

The regular session of the Executive Board of the I.P.O. has taken place in Paris on 11 December 1982.

The Executive Board has decided that the I.P.O. will organize in 1984 an international symposion on the New World Communication and Information Order. (This project shall be carried out in close cooperation with UNESCO.) The members are kindly invited to present their proposals as regards topics and participants. The provisional title of the symposion will be: "The New International Information and Communication Order – Basis for Cultural Dialogue and Peaceful Coexistence."

The Executive Board has appointed Professor Dr. Norbert Wimmer as new alternate representative to the United Nations Organizations in Vienna.

The Executive Board has admitted new members from Austria, Algeria, Ghana, Kuwait, Tunisia, France and the United States of America.
