Iran: I.P.O. President calls for peaceful settlement of nuclear dispute, addresses Memorandum to Security Council Vienna, 15 April 2006
P/RE/19668c-is In a Memorandum addressed today to the President of the United Nations Security Council, the President of the International Progress Organization, Dr. Hans Koechler, outlined the legal and political implications of the controversy over Iran's compliance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and warned of an escalation of the crisis over nuclear inspections. The dispute between the Islamic Republic of Iran and the United States of America and other states has reached a dangerous level, threatening international peace and stability, the President of the I.P.O. stated. In 18 paragraphs, the Memorandum outlines the legal basis of the nuclear non-proliferation régime and analyzes the political context in which the International Atomic Energy Agency (IAEA) has to exercise its mandate. The Memorandum concludes with an appeal to the Security Council: "In view of the tragic experience of the Iraq war of 2003 (and the devastating consequences of that conflict for the entire region), the Security Council should be circumspect and not create in any way a document that might serve as a pretext for the unilateral use of force against the Islamic Republic of Iran. The maintenance of international peace and security, the noble goal of the Security Council, must not be compromised for the sake of appeasing the most influential member of the Council. An arms monitoring and inspections régime must not again be allowed to trigger an international armed conflict – with all the devastation and loss of human life that this would entail and for which the political leaders would bear full moral and legal responsibility before humanity."
